Defense Penetration reaches full strength at affix level 4.

Affixes are the rolled modifiers that sit on weapons and armor. Each piece draws its affixes from an affix library, and an affix's effect scales with its level — so the same affix can be weak on a low roll and build-defining on a high one. Reroll and upgrade affixes with affix gems to push the breakpoints higher.
